This is Lady Gaga in a very outlandish,but yet normal typical Lady Gaga, outfit. Her whole body is basically covered in this silver plate/fan looking thing and she has on a hat that covers her whole face.
She was accepting the award for “Best Female”.
Her speech (made me laugh):
